Noel Chesterton was a member of "The Council," a group that convened to plan how to destroy their mutual enemy, Nemesis.

Among Council members, Noel Chesterton must have been particularly important or nefarious. He was specifically stalked by Nemesis. At one point, in order to get closer to Chesterton, Nemesis saved a man who Chesterton intended to kidnap.

Nemesis continued to investigate Chesterton. Eventually the hero learned that Chesterton's ultimate goal was to kidnap the queen of England. Nemesis thwarted this plan.
