This Captain America imposter was created by Communist forces in China. It was sent to the United States to kill the real Captain America and take his place. It is not clear whether it can properly be regarded as an android or robot. It was apparently some other kind of artificial construct, created using technology stolen from S.H.I.E.L.D. It eventually exploded due to its own internal instability.
