Gary Gilbert was a radical activist saboteur. He and his sister Roxanne were the children of an unscrupulous businessman and abusive father. Gary and Roxanne became political activists against what they believed were unjust businesses. Gary Gilbert's father banished him from the family home. Roxanne followed. Eventually, Gary Gilbert turned to violence after he came to believe that peaceful protests were unproductive.

Gilbert eventually became an alcoholic and gave up his political activism. He turned to working for other villains because he needed work. Later he gave up his costumed identity and became a "supervillain agent", brokering employment for other costumed villains.
