In 1946, Joshua Crown was a hotel owner whose hotel was in poor condition and he was rapidly losing business. He developed the frightening costumed identity of "the Ghoul" in order to rob and frighten patrons on the 13th floor of the prospering rival hotel in the area, owned by Mr. Nicholson. Crown's plan was to play on people's superstitions about the number 13, particularly in light of the fact that a patron had been murdered on that floor years before.

Crown did various crimes victimizing patrons of the rival hotel, and then he murdered a patron there. But the superheroine Miss America was staying at the hotel at the time. She investigated and was able to apprehend Crown and put a stop to his evil career as "the Ghoul."
