Harry Lennox was a private investigator who had previously worked as an NYPD police officer. He had been the partner of Mike Powell (father of Chris Powell, who is secretly the superhero Darkhawk). Along with other police officers, Lennox and Mike formed "The Cabal." Members of The Cabal took turns donning the Savage Steel armor to act as a vigilante against criminals. But some of The Cabal turned more brutal and wanted to kill criminals, which is something that Harry Lennox and Mike Powell opposed.
