McCloskey was a soldier who served in the Vietnam War alongside Eric Payne, the man who would later become the super-hero Devil-Slayer. During the war, McCloskey tried to raza a village to the ground. Eric Payne tried to have McCloskey court-martialed for his actions. But the court-martial never happened. McCloskey was promoted to a colonel and after leaving the military he joined the CIA.
Years later, McCloskey came into conflict with Payne again, in the city of Potega. McCloskey was helping an operative named Garcia take over the city. McCloskey allied himself with the villain known as the Flying Dutchman. McCloskey blew up the Devil-Slayer's home, killing his associate, Father Perone, in the process. McCloskey and the Flying Dutchman and their allies tried to mount one last attack to vanquish Devil-Slayer once and for all. Devil-Slayer defeated the Flying Dutchman using holy water. After the Flying Dutchman was defeated by Devil-Slayer, the Flying Dutchman claimed McCloskey's soul, apparently taking it to Mephisto's realm, i.e., Hell. With McCloskey's soul taken, his remaining physical body died.
