Number 3 and Number 7 were rivals to take over leadership of the Secret Empire.

In Captain America (vol. 1) #175, Number Three can be seen on page 6 answering directly to Number One, head of the Secret Empire. In this conversation, it is clear that Number Three has a firm grasp of the scientific and technological underpinnings of an advanced flying saucer the Empire has created.

Number Three tells Number One: "Nearly ready, Number One."

Number Three asks: "You're certain this saucer-craft will fly, Number Three?"

Number Three (who, like most Secret Empire agents, wears a hood over his head) answers: "Indeed yes! With the Electron-Gyro for steering-- --and with the x-waves our machines derive from the captured mutants' brains for power-- this ship shall serve us well!"

Number One says in response: "It better had! The Secret Empire has worked hard to prepare for this moment! We've spent months plundering the minds of famous scientists for the necessary knowledge to construct this saucer with all of its attack capabilities!"
