In the very first issue of Darkhawk, the as-yet unnamed mobster Louie McPhee was seen giving bribe money to Darkhawk's police officer father, Mike Powell. Darkhawk defeated the criminal, who was sent to jail. But he returned in a few subsequent issues. McPhee worked for Darkhawk's arch-rival, mobster Phillippe Bazin.
