The man often known as the "Grand Director" idolizes (or "worships") Captain America. Surgically altered to resemble the original Captain America, he was actually Captain America's replacement for a few years during the 1950s. He posed as Captain America while Steve Rogers (the original Cap) was frozen in ice and presumed dead.

For a time the Grand Director was brainwashed and controlled by Doctor Faustus. In this state, he was a member of National Force, a neo-Fascist group organized by Doctor Faustus. It was at this time that the 1950s Captain America first went by the name "Grand Directory. He first used this name in Captain America (vol. 1) #231.
