Victoria Maria Consuela was a native of the small South American nation of Costa Brava. She was a member of the member of Costa Brava Liberation Front. She was assisted by the Agent in overthrowing Black Metal and his mercenary team, who were trying to take control of Costa Brava for Kingpin and Teng Yun-Suan. Often the phrase "liberation front" is used in groups who are separatists. But in this case, it appears that Costa Brava was already a legitimate, recognized sovereign nation. So the Costa Brava Liberation Front might simply be seen as a group trying to repel invading foreigners. Actually, the nation was under Communist rule before Kingpin's men tried to take it over. The Costa Brava Liberation Front was a group operating before Kingpin's invasion. The Costa Brava Liberation Front was trying to take the country back from Communist rule. After Rick Mason helped repel the Kingpin's men, the freedom-loving Costa Brava Liberation Front took control of the government of Costa Brava. So Victoria Maria Consuela and the other members of the Costa Brava Liberation Front are anti-Communist patriots. They aren't really separatists nor are they really "ultra-nationalists" in the classic sense.
