Daniel Yates was a prison warden who strongly disagreed with the Squadron Supreme's Utopia Program. The warden refused to use a radical new technology the Squadron had created -- a behavior modification device on -- his prisoners. He was a highly principled man who was willing to stand up for his beliefs, even when it meant defying the popular and powerful super-heroes who had taken control of the country. The behavior modification initiative was controversial and not a simplistic issue. Good people came down on both sides of the issue. The heroes of this story were actually for using the device. But Yates can also be seen as heroic for the way he took a stance against something he felt represented a fundamental violation of human rights.
