On page 13, Batman fights four members of "Bull" Fleming's criminal gang in downtown Gotham City in front of Tony's Flower Shoppe. The sign for the shop is clearly readable in panels 1, 2 and 3. Batman actually knocks the sign off its mount and punches it into the criminals. (During this story, Batman temporarily had super-tough hands and he didn't want to strike the criminals directly lest he injure them seriously or kill them.)

Tony was probably dismayed to find his innocent shop had been the scene of a destructive super-hero brawl. But Batman intended to pay for the damage. As the fight was winding up, Batman thinks (panel 5 on page 13): "After this case is over I'll see to it that compensation is made for the damage I caused!"

Tony is never actually seen in this story nor is he mentioned in dialogue or narrative text.
