Zius was the leader of the group known as the "Survivors." These were members of various alien races whose plants had been destroyed by Galactus. Obviously they hated Galactus.
The Survivors developed a technology that would render entire worlds invisible to Galactus. They were concerned, however, about the Invisible Woman, who has the power to cause invisible things to become visible. The Survivors thought Galactus might use Invisible Woman's power to counter their technology. Zius led the Survivors in a plot to kill the Invisible Woman. This ended after her husband, Reed Richards, tricked Zius into believing that her powers had been neutralized.
The Survivors may be classified as "villains" because they were the antagonists in a three-issue Fantastic Four story. But they aren't really villainous. They were simply trying (as their name implies) to survive. They really were victims of a horrible circumstance: Their entire worlds and most all members of their races had been destroyed. As much as we regard the Fantastic Four as heroes, the truth remains that this team has helped spare the life of Galactus on more than one occasion. It is understandable of races whose worlds were destroyed by Galactus felt considerable animosity toward the Fantastic Four.
