The general explained to Batman: "These pills that the spies got hold of are a top-secret chemical weapon that the U.S. Army developed, but would never use, Batman! The effect is too inhuman! However, our enemies have no such scruples! Anyone who swallows the chemical soon arouses in other people that he meets a homicidal hatred against him! The effect is automatic, overwhelming!"
