A young woman at a party hosted by mine owner Thornton Blakely compared him to famed party hostess Elsa Maxwell. Ms. Maxwell was well known for devising creative ways to keep party guests entertained at the evenings she planned. The woman who compared Blakely to Maxwell was impressed by the mine owner's idea of having a simpleton miner party-crasher (actually Superman in disguise) guide the assembled well-heeled party guests into an actual coal mine.
In panel 8 on page 6 of Action Comics #3, one pretty young blonde party-goer remarks on Thornton Blakely's idea of moving the party to a mine: "Now for some fun! Blakely's got one of his comical inspirations!"
An equally pretty and equally young party-goer with black hair responds: "Elsa Maxwell has nothing on Blakely when it comes to throwing a novel party!"
Elsa Maxwell is never depicted in this story, and is mentioned only in this one sentence.
Elsa Maxwell was a lesbian but this fact may not have been widely known during her lifetime (1883-1963) and is in no way referenced by this story.
