Curly is an obnoxious co-worker of Clark Kent's at the Daily Star. Curly has a habit of jerking co-workers neckties or flipping their ties into the air in order to annoy them. He thinks it is quite a joke, but it is really starting to annoy people. Clark Kent, however, is so dedicated to his "mild-mannered" persona as a way of disguising the fact that he is Superman that he initially doesn't stand up to Curly's mistreatment. Curly's behavior annoys Lois Lane, but Clark's wimpy response to Curly annoys annoys Lois far more.
Curly is initially seen only on the first page of Action Comics #7. Curly has nothing to do with the issue's main story and is not seen again until the last page. In penultimate panel of the last page, Curly once again flips Clark's tie. Clark walks away thinking, "You deserve a lesson, and by golly, you're going to get one!"
In the last panel, the narration reads: "Shortly later, s Curly passes a door, a hand reaches out, seizes his clothes, jerks savagely . . ."
The picture depicts Clark Kent's hand reaching through a doorway and ripping Curly's clothes completely off his body. Curly stands there in the office shocked and embarrassed, wearing only his underwear (boxers and a sleeveless undershirt). Lois Lane and two male co-workers appear in the background, laughing at Curly. Clark Kent speaks from outside the doorway: "Why, Curly! -- You're undressed! Tch! Tch!"
Note that in the scant six panels that depict Curly, he appears to be a fellow reporter. But this fact is not explicitly confirmed. He works in the "editorial offices of the Daily Star, a large metropolitan daily," but it is theoretically possible that he worked there as something other than e reporter.
