Mugsy worked for gangster Marchetti, who read Clark Kent's article about sunken Spanish treasure in an inaccessible place on the ocean floor. On Marchetti's orders, Mugsy trailed Clark Kent and watched him hire a large boat to go after the treasure. With this information, Marchetti realized that Clark Kent himself was going after the treasure. (Clark wanted it so he could provide rescue funding for a noble charity.)
Marchetti's men beat up sailors at the pier and got themselves hired on as the crew of Clark Kent's rented ship. When Clark Kent went down to the ocean floor in a diving bell, it was Mugsy himself who personally severed the oxygen line in an attempt to murder the submerged Clark Kent.
Clark Kent later surfaced and was pulled back aboard the ship. At first Kent was unaware of what had happened to the air line. But then he saw it had been intentionally cut, and he realized he should watch out for the crew.
With his super-hearing, Clark Kent heard Marchetti order Mugsy to murder him. Kent pretended to be asleep when Bugsy himself snuck into his room and tried to thrust a knife into his chest. The knife broke against Kent's invulnerable skin and Kent captured the gangsters. Kent turned the murderous Marchetti and Bugsy, along with the rest of their gang, over to authorities.
