Calvin Chalmers was the owner of a factory in Gateston, a town being terrorist by the evil racketeer "Brute" Bashby. On threat of violence, Chalmers was pressured to "join" Bashby's "protective organization," but he clearly expressed his disgust about having to do so. Chalmers' attorney, Morton Twist, told the factory owner, "Better join -- or he and his hoodlums may ruin your business!"
Chalmers told Bashby, right to his face, "Some day I'm going to get the goods on you, 'Brute' Bashby, and when I do -- by Heavens, I'll place you behind the bards where you belong!"
Clark Kent asked Chalmers, "Are you going to let this cheap crook's threats intimidate you? Refuse him, flat!"
An impressively resolute Chalmers responded, "By George, I will!!"
"Brute" Bashby was incensed. He physically assaulted Clark Kent by "pushing his face in" and then left angrily.
Lois Lane was worried about what Bashby and his men might to retaliate, but Chalmers said, "We've nothing to fear. The factory yard is crowded with my workmen, who have orders to resist the racketeering!"
Of course the racketeers attacked Chalmers' factory, but Superman protected the business and eventually took down Chalmers and his illegal racketeering organization.
What Calvin Chalmers did not realize at the time was that his attorney, Morton Twist, was actually the mastermind behind "Brute" Bashby's racketeering organization.
