In panel 4 on page 10 of "Parrone and the Drug Gang" in Superman #8 (Jan.-Feb. 1941), the narrative caption reads: "Clark accompanies an indignant Lois to the office of the chairman of the Grievance Committee of the Bar Association.
Lois Lane is upset after having just witnessed a drug dealer (John Parrone) get acquitted due to a technicality. Lois tells the veteran attorney, "It's a crime that lawyers should be able to twist legalities so that proven crooks can go free!"
The chairman explains, "There is no regulation against a lawyer proving his client is not guilty of the charge on which he has been indicted." The chairman pauses and then speaks from a more personal perspective: "However, speaking as an individual, I'm certain Brokenshire advises criminals how to get away with their depredations and encourages them in the commission of their crimes. I hope that someday someone will prove these suspicions of mine."
