Major Lester was seen on pages 3, 4 and 7 of the story retroactively titled "The Phony Pacifists." He was the commanding officer at a wharf where a military vessel was moored. Lois Lane thought she saw something suspicious there and was snooping around, despite the fact that local police officer Sergeant Casey warned her not to. Major Lester worked closely with Sergeant Casey. They both caught Lois Lane sneaking around and they confined her in a cabin on the ship until they could decide what to do with her. Major Lester felt that Lois Lane was guilty of espionage. Lois insisted that she saw somebody from the military ship signaling to spies out in the bay. Major Lester wanted to check out Lois Lane's story before deciding what to do with her.
After the military vessel was attacked by a submarine (and defended by Superman), Clark Kent arrived on the scene and convinced Major Lester and his friend Sergeant Casey to release Lois.
Once Lois Lane's story checked out and Major Lester realized that she had helped him by identifying a spy who had been aboard his ship and fled, he was actually quite helpful. He even invited Lois Lane and Clark Kent to come back for a tour of a facility that the traitorous deckhand had worked at. Lois and Clark met Major Lester the next morning and gave them a tour of the reserve depot, where war supplies are stored.
