Talo was an important Galadorian security leader. He was the chief of the Angel Elite, a group of genetically engineered Galadorians who serve as the elite "home guard." Because of his office as head of the Angel Elite, Talo was on the Galadorian High Command, a seat he held alongside notable Galadorians such as Brandy Clark, Baldar and Gaspar.
The Angel Elite were actually patterned after angels as depicted in traditional European art. (Perhaps Galadorians had a similar concept of what angels should look like). The guards of the Angel Elite were engineered to be able to fly using large feathered wings. They use a unique weapon known as the "Horn of Heaven." Only male members of the Angel Elite were ever shown. There may be no female members of this group (something which is possible by virtue of the fact that they were genetically engineered).
