An unnamed fence was featured briefly on pages 13 and 14 of "Two-Way Gem Caper!" The story's principal villain, a clever and inventive criminal named Mr. Dabblo, came to the fence to ask him to get top dollar for the stolen "Pearl of the Orient," which was reportedly worth millions of dollars. Batman and Robin had trailed Dabblo to where he was meeting with the fence. The caped crusaders swooped into the room and enjoyed themselves beating up Dabblo and the fence. In all, the fence was seen in 4 panels and was unable to put up much of a fight.

An unnamed fence was seen a few months later in panel 1 on page 9 in "A Rendezvous with Robbery!" in Batman #166 (Sep. 1964). This fence looks the same as the unnamed fence in Batman #164 and it is easy to imagine they are the same individual. In this panel, rookie policewoman Patricia Powell blocks the Fence from trying to escape Batman and Robin. The man is startled that it was a woman who tripped him up. He exclaims: "Huh? A dame . . ."

Patricia Powell is indignant, saying, "Not a 'dame' -- a policewoman! I'll just give you a fast 'flying waltz' -- and put the cuffs on you!"

This fence was also mentioned by Lt. Detective Mike Powell in panel 5 on page 6 of the same Batman #166 story.
