Mr. Ryder made soapbox speeches against the terrible way the corrupt mayor of his town ran things. This prompted Mayor Greer's crooked policemen to beat Mr. Ryder mercilessly, saying "that's what hapens to anybody else that talks agains the mayor!"
Interestingly enough, writer Bill Finger apparently really wanted to use the name "Mr. Ryder." In the Batman story published in the prior issue of Detective Comics (issue #42), a character (Mr. Drake) was mistakenly referred to as "Mr. Ryder" at one point (panel 1 on page 3).
