In panel 5 on page 5 in the story "The Ugliest Man In the World" in Batman #3 (Fall 1940), a car carrying bad guys (members of the "Ugly Horde") flees from police. The car speeds by a commercial building. One of the windows is labeled "Lee's Flower Shop." Other than this, Lee is never actually mentioned or seen in this story.
Because Lee is never actually seen and has a name that is commonly used by both men and women, there is no way to even know the character's gender. In 1940 in the United States, it would not be unusual for a man or a woman to own a flower shop.
