Margaret Peterson was the H.A.M.M.E.R. agent in charge of public relations who told reporters that H.A.M.M.E.R. was doing a training exercise in New York City's Chinatown. In reality, Norman Osborn had ordered H.A.M.M.E.R. to blockade Chinatown so that super-villain agents of Osborn's ally, the Hood, could invade and disrupt the territory of rival crime boss Mr. Negative.
Agent Peterson was no doubt unaware of Osborn's true intentions. She had probably been told that H.A.M.M.E.R. was conducting a training exercise in Chinatown, and she simply dutifully informed the public of this propaganda.
