Volcanus was a regular human who had access to large amounts of funds and used it to buy machinery and hire thugs. He travelled to the Savage Land. He claimed his bio-system was linked to a volcano in the Savage Land and he just needed one more eruption to transform himself into a being of living fire. Whether or not all of this was true or not or would really work was never revealed, because Volcanus died before he could complete his plans. Ka-Zar and the Thing opposed him because of the damage he would do to Ka-Zar's adopted homeland. By the time Ka-Zar and the Thing intervened, Volcanus had already caused significant ecological damage by causing artificial volcanic eruptions in the Savage Land.

Note that although he was operating in the Savage Land, Volcanus was NOT a native of that place.

Volcanus explicitly stated that the name he took for himself was inspired by Vulcan, the Roman god of fire.
