Soviet agents, enemies of the United States, replaced eminent Hungarian scientist Anton Kraft with a double. They were trying to abduct Prof. Kraft from his own country and take him back to the Soviet Union. The double was intended to fill in for the real Professor so that nobody would suspect the real professor was missing, long enough that they could get away with the plan.
