An unnamed group of board members, always seen only as holograms, were the contact people within A.I.M. who commissioned the Mad Thinker to build a super-weapon. These board members always appeared as fairly normal-looking people (typically two men and one woman) wearing business attire.
As the Mad Thinker pointed out, the fact that these board members met with him only a holograms projected from some remote location meant that they might not be showing their true forms. They could simply be normal people wearing business attire. But they just as easily could have been computer programs or hyper-intelligent bacteria.
The unnamed board members commissioned a super-weapon which they wanted to use to destroy oil pipelines in Vretik, Estonia. The Mad Thinker did just that, utilizing the mind-controlled re-animated body of the original Human Torch - Jim Hammond. As per A.I.M.'s instructions, Mad Thinker's Human Torch slave caused a wide array of destruction around Vretik so that it would not be obvious that the pipelines were the actual target.
Based on what A.I.M. agents said (The Torch #3, page 2, panel 4), this mission was one they were undertaking for a "client." Possibly the unnamed board members were, like all of A.I.M. in this, simply "middle men" facilitating the destructive goal of an as-yet unidentified person behind the scenes.
