Gennady Voronov was the Russian head of state from 23 November 1962 to 23 July 1971.
In the Doom Patrol story "60 Sinister Seconds," published in 1965, Voronov was the Russian counterpart to U.S. President Lyndon B. Johnson when an unnamed group of 4 conspirators tried to start World War III by setting off 4 atomic bombs around the world. Fortunately, the Doom Patrol mostly stopped the bombs from going off and also facilitated a conversation between Voronov and Johnson.
The Russian premiere is a significant character in this story. He is probably not explicitly named. We can assume this was Gennady Voronov because that's who the Russian premiere was at the time the story was published and at the time that Johnson was the U.S. President.
