Fisher was the man who hired X-Factor to hunt down Rusty Collins.
Fisher was a naval officer whose girlfriend Emma was accidentally burned by Rusty Collins. Rusty was a fellow U.S. Navy sailor whose fire-based mutant powers manifested. He couldn't control his new-found power and accidentally burned Emma. Fisher hired X-Factor (the original X-Men posing as mutant hunters) to capture Rusty.
