Arthur Donnel was a seemingly regular American who was secretly a sleeper agent for the Church of Blood, loyal to Brother Blood VIII. The Outsiders investigated Brother Blood's activities and found that he had many sleeper agents ready to steal babies when the signal was given.

Donnel was activated as a sleeper agent before the Outsiders could prevent his activation. He managed to shoot the super-hero Arsenal in the chest several times, severely injuring him.

Arthur Donnel shooting of Arsenal had a major impact on the hero. Arsenal was in the hospital for a long time and had an even longer period of physical recovery. His psychological scars took longer to recover from. Outsiders (vol. 3) #11 features the cover blurb "The Haunting of Arsenal," on a cover depicting a nightmarish image of Arthur Donnel shooting Arsenal.
