The first Council was an international criminal organisation eventually brought down by Paul Kirk (Manhunter). Under leadership of Anatol Mykros they rebuilt themselves were opposed by Justice Society of America. Nemesis (Soseh Mykros), the daughter of Council leader Anatol Mykros, rebelled against them, enlisting the help of the JSA.
