Note: "Ruul" ambassador to Intergalactic Council
Sintarios was the Ruul ambassador to the Intergalactic Council. He manipulated the Council into punishing the Earth in the debacle known as "Maximum Security."
In truth, the "Ruul" were not even a real alien race. They were actually a fabrication of the Kree. The powerful Kree empire posed as "Ruul" in order to manipulate the Intergalactic Council in a gambit to further their vengeful plans against Earth.
The basic complaint that Sintariis brought forth to the Council was that because of continued interference form Earth super-heroes in alien cultures, Earth should be "quarantined." To this end, the Council designated Earth as a penal colony and transferred the worst galactic criminals there.
