Joe Cord may have been a criminal, but he was certainly loyal to his long-time friend, the Chameleon. When the Chameleon tricked the Hulk into breaking Joe Cord out of jail, police eventually caught up with the escapee. Joe Cord died protecting the Chameleon from police gunfire.
