Johnny Kitano was a mutant who worked for the government in an effort to arrest mutant terrorists. His title was "Special Magistrate for Homo Superior Crimes against Humanity." He strongly opposed mutant terrorists such as Mystique and Magneto who gave mutants a bad name.
