The Hooded One appears to be a very religious figure, dressed in a robe and acting as a sort of dark prophet. His religiosity may be inauthentic, however. He is known to use Kingdok's superstitious beliefs to manipulate him.
The Hooded One is Kingdok's superior. Kingdok commands the hordes of rat creatures who inhabit the valley. Thus, the Hooded One has control over an impressive army. But the Hooded One answers to someone himself: the Lord of Locusts.
The Hooded One commanded Kingdok and the rat creatures to attack Gran'ma Ben, Thorn, and Fone Bone. They were trying to capture Phoney Bone, who temporarily lived on Gran'ma Ben's farm with Fone Bone. It was later revealed that the Hooded One was really Briar Harvester, the older sister of Briar Harvester. This is somewhat confusing, because the Hooded One seemed to be male.
