Jack Russell (a.k.a. Werewolf By Night) journeyed to an island in the Pacific Ocean where Miles Blackgar conducted evil scientific experiments. In his dark, evil castle, Miles Blackgar had mutated a man named Strug into a powerfull freak. The Werewolf ended up battling Strug. Eventually Miles Blackgar's own daughter, Marlene Blackgar, killed Strug.
Although Strug was classified as a "villain" and he ended up battling the story's protagonist, Werewolf By Night, it's not clear that he was really "evil." He seemed to possess a very low intellect. He may have simply been a servant of the evil and twisted Blackgars, and was somebody who was manipulated into doing their bidding. It is also possible that the experiments that Dr. Blackgar conducted on him eroded his intellect.
