The Black Dome was a scientific biodome owned by Gabriel Spense. Deathstroke the Terminator battled Spense and his hirelings when he learned that the biodome was really just a front for drug smuggling and weapons development.

Whether or not Gabriel Spense was really a scientist in any way, or simply a criminal, is a question we have yet to answer. A careful reading of the two issues in which he appears might reveal the answer to this question.
