The man known only as "Agent 13" was a HYDRA agent. He was killed by counter-spy Alan Desmond, who then replaced him. Disguised as Agent 13 and also disguised as HYDRA's second-in-command leader, the High-Zero, Desmond was able to foil the terrorist organization's Project: Blue-Face.
