The Identity Disc limited series opens with a flashback that shows what happened to Adrian Toomes twenty years ago - long before he became the costumed super-villain known as the Vulture. At that time, Cheryl left him to the police or somehow turned him into the police. The police arrested him and took his daughter Valerie from him.
The Vulture's daughter Valerie eventually became an adult named Valerie Jessup. She became a SHIELD agent. Using the alias "Valeria Merrick," Cheryl's daughter posed as a criminal agent for Tristam Silver.
Cheryl's last name was never stated explicitly, but from the story it seems most likely to assume that Cheryl was actually married to the Vulture and that her married name was Cheryl Toomes. In theory, it is possible that "Toomes" was not her last name, either because she never took her husband's name or because they were not actually legally married. Possibly Cheryl's maiden name was "Cheryl Jessup," or possibly "Jessup" is the last name of a man Cheryl subsequently married and raised Valerie with.
