David Garrett provided financial backing for Gilbert Wiles so he could monitor and study the Uni-Power. A.I.M. had significant interest in the Uni-Power (which is associated with Captain Universe). A.I.M. believed they could utilize the power to further their goals.
After Garrett was deemed no longer useful to A.I.M., he was killed by Lombardi, an A.I.M. agent.
It is clear that David Garrett was an ally of A.I.M. What was not entirely clear was whether or not he was formally an A.I.M. agent, or simply an ally. The distinction is probably immaterial.
David Garrett died in the same story in which he was introduced: Captain Universe / Hulk #1 (Jan. 2006). He was seen in a flashback in the issue that continued the story: Captain Universe / Daredevil.
