Chet Madden was previously the head of the worldwide terrorist organization A.I.M. He was also previously a client of Connie Ferrari, an attorney who dated Steve Rogers (a.k.a. Captain America).
At the time that Steve Rogers was dating Connie Ferrari, Chet Madden was still the director of A.I.M. Of course, Captain America did not know that his girlfriend's client was the leader of A.I.M., which was an organization that had long been one of his greatest enemies. This fact was revealed in Captain America (vol. 3) #39.
