An unnamed sheriff arrested Captain America at the scene where Cap had battled Americop. Captain America had stopped at the scene where Americop was killing criminals. Americop escaped but a medical condition made it impossible for Cap to pursue him, and easy for the sheriff to arrest him.
At the sheriff's police station, Captain America protested his arrest and pointed out that the sheriff must surely have heard of him. The sheriff pointed out that of course he knew who Captain America was, but the costume didn't mean that this was the real Captain America. The sheriff simply assumed that this was an impostor.
Finally Captain America was able to get the sheriff to release him by having his communications director contact the White House and ask for Cap to be released.
