This child was probably shown first in Captain America #431 in the pictures on the last two pages which depict the 25 children that Baron Zemo called his "Kinder." But this particular child was not named and identified specifically until issue #432.
Joseph was identified by name by Baron Zemo in panel 1 on page 21 in Captain America (vol. 1) #432. In this scene, Joseph asked Baron Zemo if he was there in the classroom to quiz the Kinder on their studies again. Then Joseph pointed out that there was something funny about his "father's" cheek. (Zemo's mask was loosening. He was wearing a mask at the time to appear like a normal person, because his face was still scarred horribly from previous injuries.)
