The Red Skull used the Cosmic Cube to switch minds with Captain America. The Skull then transported Cap (in the Skull's body) to a place where police officers saw him. The police tried to capture the person they thought was one of the world's greatest villains - the Red Skull.

Bill was one of the police officers who tried to capture Cap (as the Skull) in a highway case.

Bill's name was identified in panel 3 on page 10 in Captain America (vol. 1) #116. As Captain America (as the Skull) swerves around a police road block, one police officer (Bill) says to his partner: "Radio for another road block at toll booth five! Meanwhile, we'll take off and try to nab him?"

Bill's partner replies: "Look sharp, Bill... That creep's a killer!"

Bill replies: "That's why he mustn't get away!"

Bill's partner is named Mac. The two of them get in a police car and try to catch Captain America. They talk a bit about what an amazing driver the Red Skull is, so much so that he reminds them of World War II movies of Captain America riding a motorcycle.
