The Red Skull used the Cosmic Cube to switch his mind with Captain America, so that Cap's mind was in the Red Skull's body. The Skull then used the Cube to transport Cap to the outside of a science lab elsewhere in the state of New York.
Local police officers, including Harry, spotted the Red Skull and tried to capture him, not realizing this was really Cap in the Skull's body.
Harry's name was identified in panel 2 on age 4 in Captain America (vol. 1) #116. Harry's partner, gun drawn, says: "Harry -- Look!! Over there -- behind that tree...!"
Harry replies: "I'd know 'im anywhere... It's the Red Skull!"
Harry and his partner give chase on foot. They manage to catch Captain America (in the Skull's body), but Cap does not want to remain in custody. He fights the police officers off so that he can escape and try to find a way to switch his mind back into his own body.
Captain America found an empty police car, "borrowed" it, and started heading into New York City (heading for the Avengers Mansion). Police gave chase, in a car chase on the highway. Presumably Harry is one of police officers driving a vehicle chasing Cap.
Harry was later seen in a flashback in panel 2 on page 4 in Captain America (vol. 1) #186, when the Red Skull tells Captain America the "true" origin of the Falcon, including the part where he switched his mind with Captain America, using the Cosmic Cube.
