A.I.M. agent Grizzly used a hypno-ray to manipulate Mart Baker into leading violent riots on campus. Mart was an outspoken student who opposed nuclear energy, but he would not have incited violent riots on his own. After he learned the truth about what was going on, he joined Captain America in opposing Grizzly's plot.
