In The Spectacular Spider-Man Annual #9, Spider-Man and his allies Cloak and Dagger faced off against the villainous Tyrannus, who had used a serum derived from the mutant Slither to transform many regular humans into beings with snake-like characteristics, beings that Tyrannus and his cohorts could control.
Brother Elton was also a affiliated with the evil plot of Tyrannus, but he was never seen to be one of the Snake Men. Brother Elton was apparently cooperating with Tyrannus of his own free will.
Brother Elton apparently belonged to an ancient sect which utilized the "Book of Kell." This book was a magical tome which contained various spells, including plans for summoning a powerful demon. The group Brother Elton belonged to may have been known as the "Sons of the Serpent," but it should not be confused with a modern white supremacist group that utilized the same name.
The precise religious affiliation of Brother Elton in this story needs to be verified and researched more carefully, but it is clear that he was a devoted adherent of some type of snake-oriented religious group which inspired him to side with Tyrannus and other villains.
As seen in the "Atlantis Attacks" storyline, particularly in 1989's Daredevil Annual (issue #5, but incorrectly labelled as #4 on the cover), Tyrannus really was trying to summon the snake demon god Set to Earth. Whatever his reasons were, Brother Elton was apparently a fellow Set worshiper who shared that same goal.
