The werewolf known as "Sparky" was originally a regular human being. The villainous Dr. Nightshade experimented with a serum that turned people into werewolves who would act as her slaves. Her favorite werewolf she renamed "Sparky."
Sparky was quite a bit shorter than most of the other werewolves. It is likely that he had been very short as a regular human being. Sparky was even shorter than Deadly Nightshade herself, in whose company he was frequently seen.
Nightshade first refers to this diminutive werewolf as "Sparky" in panel 4 on page 10 in Captain America (vol. 1) #164: "Come along, Sparky. Let the big boys play by themselves.
Nightshade refers to this werewolf companion as "Sparky" again in panel 4 on page 12: "Sparky-- It's all going wrong!" The Falcon-Wolf was our ace-in-the-hole! He's GOT to stop Cap!"
Then again on page 15, Sparky is trying to get Nightshade's attention to point out that SHIELD troops are closing in on their location. Nighshade says: "What, Spary?"
Sparky, who had limited intellectual and verbal ability like the other artificial werewolves says: "Yuh! YUH!"
