Harv, Cliff and Rick were security guards who were on duty when giant spiders controlled by the villainous Yellow Claw attacked New York City. These three guards were terrified at first, but they rallied and helped Captain America battle the spiders, even getting "heavy artillery" from headquarters to do so.

Harv, Cliff and Rick were armed and wore uniforms that looked somewhat similar to police uniforms. But they were specifically identified as "guards" (not police) in panel 1 on page 11 in Captain America (vol. 1) #165.
